Ballina Shire Council's DA pathway is straightforward for compliant residential work but the Richmond River flood-planning overlays cover a meaningful share of the developed land in the LGA. Floor-level controls vary by overlay zone — affected lots need engineering and design responses that comply with the relevant flood-level requirements. We confirm any flood-planning constraint at the site visit.
Coastal vs hinterland — different builds
East Ballina and Skennars Head sit close to the coast and the same salt-air durability constraints apply as in Byron Shire. Cumbalum, Wollongbar and Alstonville sit further inland — different microclimates, different drainage characteristics, sometimes different soil-class outcomes on the AS 2870 soil report.
